With reference to Mr. Light's letter to you of the 21st October about diplomatic privileges for U.N.R.R.A. in Hongkong, I enclose a copy of a letter from the Assistant General Counsel of the European Regional Office of U.N.R.R.A. from which it is clear that the organisation is interested not so much in the grant of privilege and immunities to its officials individually as to the Administration as such. This letter, indeed, restates in more detailed terms the substance of the enclosed

enclosed telegram No.706 of the 20th November from His Majesty's Consul-General at Shanghai, a copy of which has I believe already been sent to you.

It occurs to us that this modification of U.N.R.R.A's requirements may make it easier for the Colonial Office to make a recommendation to the Government of Hongkong in favour of the enactment of the necessary legislation and I should be glad if you would let me know as soon as possible what is decided in order that replies may be sent to Mr. Aickin and to Shanghai. Hongkong should however in any case legislate on the lines of our Diplomatic Privileges Extension Act 1944 -6 and the U.N.R.R.A Order in Council and cover everything.
